Meet the Founder

Bernie Licata is a transformational leader with more than 30 years of public sector experience across human resources, public safety, social services, and higher education. His unique career trajectory blends deep HR expertise with operational leadership in law enforcement and positions him as a trusted advisor to agencies navigating complex workforce challenges.

 

Bernie previously served as Senior Management Consultant in a county Chief Executive Office, overseeing HR operations for 23 departments and more than 5,000 employees. His work modernized recruitment, onboarding, and talent strategies while driving enterprise-wide HR reforms. Prior to his HR leadership roles, he spent 22 years in municipal policing, rising to the rank of lieutenant and earning national recognition for his pioneering work in community policing and police officer training.

 

Today, through Fit 4 Duty HR Consulting, Bernie helps public organizations and non-profits build inclusive, high-performing, and future-ready workforces. He holds advanced degrees, leadership certifications, and credentials in executive coaching and 360-degree feedback assessment.
